Barr Milton Neff passed away on August 5, 2026, at the age of 84. He was born on March 4, 1942, in Union, Utah, to Milton J. Neff and Flavilla Mary Smith Neff. He married Jane Fowler in Boulder, Colorado.
Barr enjoyed camping, traveling, puzzles, and building and tinkering with whatever needed fixin’. He had a zest for life and a remarkable gift for striking up a conversation with people, whether he knew them or not. Curious about everything, Barr was always ready to discuss just about any topic with someone willing to lend an ear. He lived life with curiosity and once said, “I want to live longer to see the next invention!”
Barr was a member of The Church of Jesus Christ of Latter-day Saints. He was spiritual in his own way and shared a special relationship with God.
Barr is survived by his children, Richard Phelps (Maria), Pamela Montano (Tom), Stephen Phelps, Karen Holmwood (Greg), Barbara Reynolds (John), Debe Ashton (David), and Julie Carter (Rick); 15 grandchildren, 35 great-grandchildren, 2 great-great-grandchildren; his siblings, Mike (Angie), Jene (Bjorn), Marjeania (Press) and Beverly.
He was preceded in death by his beloved wife, Jane Neff; his parents; and 4 grandchildren.
Barr will be remembered for his friendly spirit, his curiosity about life, and the lasting impact he made simply by being himself. His memory will continue to live on in the hearts of all who knew and loved him. We Love you, Dad!!
Funeral services will be held Wednesday, August 19, 2026 at 10:00 a.m. at Larkin Sunset Gardens Mortuary, 1950 East Dimple Dell Road, Sandy, UT. Viewings will be held at the mortuary Tuesday evening August 18, from 6-8 p.m. and Wednesday from 9:00-9:45 a.m. prior to the service. Interment will be at Larkin Sunset Gardens.
