She was born June 26, 1928 in Mendon, Utah to LaVern Alfred and Linzy Jane Shelton Larsen. She was delivered on her grandmother's kitchen table. Her father, seeking better employment opportunities moved the family to Portland, Oregon where he went to work for Pay-N-Take-It Grocery. She started school in Portland, Oregon in 1936. Her father was hired by L.S Skaggs Sr. to manage the newly acquired Skaggs Drug Store in Ogden, Utah. She continued her schooling in Ogden until the family moved to Salt Lake City in 1941.

Colleen loved to travel, especially to the Pacific Northwest. She was privileged to visit thirty of the United States, as well as all the Canadian Maritime Provinces and British Columbia. Annual family reunions in Oregon were the highlight of her year.
