Joe was born in St. Charles, Idaho in the Bear Lake Valley to Raymond Wesley Windley and Thelma May Arnell. He married Mildred Young in 1955 and passed just days before their 62nd wedding anniversary. His love for his wife and family was obvious in everything he did.
