Norma Jeanne (Smolka) Capps, age 83, was born on December 1, 1942, in Salt Lake City, Utah, and passed away on December 31, 2025, in Centerville, Utah.
Norma was born to Louis Allen Smolka and Velma (Cox) Smolka. She married Russell Dee Capps Sr., who preceded her in death on December 5, 2003.
She is survived by her children Tracy Dewey, married to (Paul Allen Dewey), and Jennifer Ann Tela, married to (Emmett Tela). She was preceded in death by her son Russell Dee Capps Jr. Norma is also survived by eight grandchildren and eighteen great-grandchildren.
Norma was a loving, caring, and strong woman, a devoted homemaker and mother and grandmother. As a resilient military wife, she willingly moved her family many times in support of her husband’s career, always creating a warm and steady home wherever life took them. Above all else, her family and her home were her greatest priorities.
She was well known for her famous éclairs and her love of gardening, often spending countless hours tending to her garden. Norma was plainspoken and honest, never afraid to speak her mind, and those who knew her appreciated her sincerity and strength.
Norma participated faithfully in The Church of Jesus Christ of Latter-day Saints for the majority of her life.
Funeral services will be held on Saturday, January 3 2026. A viewing will begin at 1:00 p.m., followed by the funeral service at 2:00 p.m., at Larkin Mortuary 260 E South Temple, Salt Lake City, Utah 84111.

My sincere condolences to the entire family. I spent many years in my youth at the Capps house. Always in awe of how clean it was at all times. Jeanne was always doing something whether it was cleaning, cooking, baking, shopping it didn't matter. She was beautiful every second of every day. I wish I could have made it to her service to be there for my best friend Jenny. I'll be watching and thinking of you all.

Jeannie and I sort of grow up together. She is 2 years older I am. I have many fond memories of her.

Dear family of Jeanne, I send you my warmest condolences of the loss of your dear Mother and Grandmother. We were her neighbors in Bluffdale for about 28 years. She was very patient with our out of control little pigs until we got their pen figured out - even when they destroyed some of her flowers. We enjoyed her bringing Courtney to be part of our preschool. Courtney you were such a little sweetheart! We were blessed to be one of her cream puff recipients and boy were they good. It is so true that she was honest in sharing her opinions, and that was refreshing. We wish you and her the best possible in her next phase of life! Much love!!
Jeanne was beautiful, strong, proper and oh so loving. I’m sorry I could not make it to the funeral. I loved my Aunt Norma Jean. She was a BADA**, she had depth, experience and insight that was so on point in my life and I am so grateful.
